I bought my tickets to India from a Shoreline based travel agency: PS travels. I got in touch with a lot of travel agents and found their fares the cheapest. No last minute charges (like charges for paying by CC, for mailing the tickets to you etc) and fares are quoted to you including taxes. Entire transaction (from booking to payment via CC to getting tickets in the mail) can be done over phone.
